An Independent Review was established for the first time by the World Bank in 1991 to evaluate the Sardar Sarovar project which was fund by the World Bank. In March 1991, the Terms of Reference by which the Independent Review would evaluate the project were set forth and in June 1991, Bradford Morse, former head of the United Nations Development Program, was appointed Chairman of the Independent Review.
The Independent Review issued its report on 8 June 1992, which led to the withdraw of the World Bank from the project.
